It was 20 years ago when the Berlin was broken and east and west Germany reunited. The Foreign Policy magazine has published some good articles on one of the greatest moments of recent world history.

Read Shekhar Gupta’s article “Opportunity, Made in China” on the Indian Express today.  He argues that we as a nation are senselessly worried about China’s so called aggression alongside the border. He says the Indian army is capable of safe guarding our borders.

“So what is different now? You can analyse the Chinese motivations for ever. In fact, analysing “why is China behaving this way” is a flourishing global industry and we can further swell its ranks while, probably, coming to the same conclusion after our exertions that everybody does, about the inscrutability of the Chinese. Why don’t we, therefore, examine for a change “why are we behaving this way”. Or rather, reacting/responding this way?”

“Yet, some of the talk on our side is curious: upgradation of airbases along the borders, stationing of Sukhois, raising two more mountain divisions, sanction of funds and, lo and behold, quick environmental clearance of road-building projects in the border region. What do we expect? That, if the Chinese really intend to invade us, will they give us five years to get ready? Or, for heaven’s sake, if they did indeed invade us, will they just walk in, and annex Tawang or whatever else? Neither of the two is an inevitability or even likely. Our armed forces are good enough today to defend their territory and, while capability upgradations are needed, the flurry of activity today is not much preparation of some future invasion, but to make up for lost years in our military modernisation.”

“An analysis of our own minds may show that the answer to our fears does not just lie in modernising more air bases or checking out the fortification of our forward defences and the quality of our bunkers. That we should do — and should have been doing — anyway. Good fences, as they say, make for good neighbours. The answer lies in getting our act together as a nation, a system of governance and society to be at least a worthy near-equal to China. We have to defeat internal threats like the Naxals with a sense of purpose, rather than lose time in vacuous debate; multiply, three times over, the pace of infrastructure-building — not just in Arunachal and Ladakh, but all over India; liberate ourselves from the fear of double-digit growth; and show much greater national focus than we do.”

I think the fear and media frenzy in India is more because we like to cry when problems come and refuse to find a solution. The problem is, we have always felt we have been a great nation, a land of gods, from the beginning, hence we have nothing to do and a miracle will happen to give us our due in the world. Our home minister is hesitant in accepting that there is an Operation to be carried out against Naxals, our Prime Mnister took 5.5 years in his two consecutive years just to only signal a disinvestment policy, we are a big failure in the preparations for commonwealth games. Whatever progress we have made is due to the sheer hard work of our entrepreneurs and young talented workforce. We can start doing a 100 times better if only we realize the lesson of karma that we preach to the world but do not practice ourselves.

“The Ascent of Money: A Financial History of the World” is a book from author Niall Ferguson. I picked it recently. The book records the  journey of money from the ancient times to the current. It starts from the use of Silver or Gold as a symbol of value, it tracks how Banking evolved, how currency was exchanged or how there were some nations that tried to become a moneyless society but failed. It also tells the reader how evolutions in mathematics resulted in the flow of money becoming more and more sophisticated.

Niall Ferguson also discusses poverty and riches at great length. He says it is not the lack of money but lack of strong financial systems and institutions that makes individuals and nations poor. Evolution of Banks, equity market, bonds, insurance etc. has been covered in great detail in the book.

The book is three in one, a good read in economics, history and philosophy. I haven’t finished reading it yet and wish I get a good long vacation or travel so that I can finish it fast. I really enjoy travelling because I get to read then.

बीते दिनों मैं मुंबई की यात्रा पर गया था, जब पास में कुछ खाली समय पाया तो मैं अपनी सबसे प्यारी जगह मरीन ड्राइव पर गया और वहाँ आराम से बैठकर भारत के अंग्रेजी उपन्यासकार चेतन भगत का नवीनतम उपन्यास “2 States, the story of my marriage”  पढ़ा। चेतन के अनुसार यह उपन्यास उनके निजी जीवन से प्रेरित है, किन्तु इसमें थोड़ी हकीकत और थोड़ा फ़साना है। पढ़ने की दृष्टि से देखें तो मुझे तो यह उपन्यास उनके पिछले सभी उपन्यासों से बेहतर लगा।

ज़रा कहानी पर नज़र डालिये। कृश दिल्ली में रहने वाला एक पंजाबी युवक और अनन्या, चेन्नई की रहने वाली एक तमिल युवती, दोनों ही आईआईएम अहमदाबाद के विद्यार्थी हैं। जैसा कि स्वाभाविक है दोनों में प्रेम होता है और अंततः दोनों शादी करने का फ़ैसला करते हैं, लेकिन अनन्या चाहती हैं कि ये शादी सभी की खुशी और रज़ामंदी से हो। और सबको खुश करने और विशेषतः राज़ी करने की जद्दोजहत की कहाने है यह उपन्यास। भारत के युवाओं के लिये कहानी और कहानी का विषय नया नहीं है। लेकिन चेतन ने अपनी चिर-परिचित व्यंग्यात्मक शैली में भारत की एक गंभीर समस्या पर प्रश्न किया है। और यह समस्या है लव मैरिज बनाम अरेंज्ड मैरिज की समस्या यानी प्रेम विवाह विरूद्ध पारंपरिक अरेंज्ड मैरिज (इसका कोइ हिन्दी प्रचलित शब्द मुझे आजतक नहीं मालूम)।

हम उपन्यास के बहाने कहानी की चर्चा छोड़कर सीधे मुद्दे की बात करते हैं। आख़िर क्या सही है? और कितनी गंभीर है यह सम्स्या? इस बात पर यूँ तो अंतहीन चर्चाएँ होती रहती हैं किन्तु प्रश्न सर्वदा प्रासंगिक है। इस मुद्दे में दो बाते हैं, पहली जाति की समस्या और दूसरी माता-पिता की पसंद से शादी करने या न करने की। इस चर्चा में हम जाति के प्रश्न पर ध्यान केंद्रित करेंगे। हमारे देश में जाति एक गंभीर समस्या है। जाति की व्यवस्था ने, जो पूरी तरह सामाजिक व्यवस्था है और जिसका धर्म से कोइ लेना देना नहीं है, देश को जितना नुकसान पहुँचाया है उतना किसी और बात ने नहीं। पर हमारे यहाँ जाति का प्रश्न पश्चिम के गोरे-काले या यहूदी-ईसाई के प्रश्न की तरह नस्लवादी नहीं है। कुछ बातों पर ध्यान दीजिये:

1. एक ही जाति में अनेक गोत्र के लोग होते हैं। इन गोत्रों में भी अनेक मतभेद हैं, कौन ऊँचा कौन नीचा?

2. एक ही क्षेत्र के समान जाति के लोग भी स्वयं को एक-दूसरे से श्रेष्ठ समझते हैं, उदाहरण के लिये उत्तर प्रदेश में ही कान्यकुब्ज और सर्यूपारिण दो प्रकार के ब्राह्मण होते हैं। रीति-रिवाज नस्ल आदि में कोइ भेद नहीं, फ़िर भी इनमें स्वयं को श्रेष्ठतर कहने की होड़ है।

3. एक ही जाति के लोग क्षेत्र बदलने पर आपस में विबाह नहीं करते, जैसे कि उत्तर प्रदेश के ब्राह्मण दक्षिण भारत और यहाँ तक कि कुछ ही दूर में बिहार के मैथिल ब्राह्मणों से संबंध नहीं रखते।

4. भाषा बदलने पर भी भारत में वर्ण व्यव्स्था समान रहती है, किन्तु जाति व्यव्स्था वर्ण व्यवस्था से भी अधिक जटिल है। इसलिये एक ही वर्ण के लोग भाषा बदलने पर आपस में विवाह नहीं करते।

5. मैंने अपनी दादी से सुना है कि किस प्रकार हमारी अपनी जाति में ही कुछ गाँवों के लोगों को ऊँचा और कुछ गाँवों के लोगों को नीचा कहा जाता है।

कुल मिलाकर जाति व्यवस्था इतना विकृत रूप ले चुकी है कि उसका कोइ तार्किक आधार नज़र आता नहीं। जातियों के बनने का चाहे जो कारण रहा हो, इंसान को इंसान से सिर्फ जन्म के आधार पर जो अलग करे, ऐसी व्यवस्था की जितनी निंदा की जाए कम है।

आइये देखते हैं जाति के भीतर ही शादी के पैरोकार क्या तर्क देते हैं, और आधुनिक भारत में ये तर्क कितने मज़बूत हैं

तर्क: एक ही जाति के लोगों के आचार-व्यवहार और संस्कृति एक जैसी होती है, जिससे विवाह के बाद जीवन में अच्छा तालमेल बना रहता है।

उत्तर: अव्वल तो यह कि खुशहाल शादी-शुदा ज़िंदगी के लिये एक जैसा खान-पान या पहनावा या भाषा की नहीं बल्कि आपसे समझ, समझदारी, मेलजोल और एक दूसरे के लिये त्याग करने के लिये तैयार रहने की भावना की ज़रूरत होती है।

तर्क: जरूरत पड़ने पर जाति के लोग जीवन में काम आते हैं। और लव मैरिज करने वालों का मुसीबत के वक्त कोइ साथ नहीं देता।

उत्तर: क्या सचमुच! आज के आधुनिक जीवन में आपका वास्ता ज़्यादातर भिन्न-भिन्न जातियों के लोगों से होता है। ऐसे में कौन मुसीबत में काम आएगा और कौन नहीं यह लोगों कि भलमनसाहत और उनसे आपकी घनिष्ठ्ता पर निर्भर करता है न कि उनके उनकी और आपकी जाति के साम्य पर। और वैसे भी क्या यह तर्क एक प्रकार कि धमकी नहीं है कि अगर हमारी बात नहीं मानी तो हम तुम्हारा बुरे वक्त में साथ नहीं देंगे! धमकी देनेवाले समाज से रिश्ता बनाना किस प्रकार से उचित है?

तर्क: अलग-अलग जाति में विवाह करने वालों की संतान कमज़ोर या रूग्ण (बीमार) होती है।

उत्तर: छतीसगढ़ की कुछ जातियों में एक बीमारी पाई जाती है सिकलसेल एनीमिया। यह रक्त के दोष से संबंधित बीमारी एक ही जाति के लोगों में ही क्यों ज़्यादा पायी जाती है? शायद इस तर्क का विपरीत ही सत्य है।

तर्क: अगर जातियाँ जरूरी नहीं हैं तो भगवान ने जातियाँ बनायी ही क्यों?

उत्तर: जी नहीं। भगवान अगर है भी तो उसने जातियाँ नहीं बनायी। क्योंकि यह पूरी धरा भगवान का ही सृजन है, और उसे जाति उचित प्रतीत होती तो वह सारे विश्व के मनुष्यों के लिये जाति बनाता, केवल हम भारतियों के लिये नहीं। और वैसे भी हमने भगवान की बनायी इस सुंदर धरती पर बहुत कुछ नष्ट कर दिया है। अब क्यों न जाति की बारी हो!

तर्क: (यह तर्क मैंने कई लोगों से कई बार सुना है) वाह! यदि आपकी बात मानें तो कोइ भी किसी से भी शादी कर सकता है? फ़िर तो गधे की शादी घोड़े से और शेर की हाथी से हो सकती है। आखिर ऐसी दुनिया की शक्ल ही क्या रह जाएगी जहाँ कोइ नियम-कायदा न हो?

उत्तर: अब इसका क्या जवाब दें! यूँ यह उल्लेखनीय है कि अंतर्जातीय विवाह कोइ नयी बात नहीं। महाभारत काल में महाराज शांतनु ने सामान्य कुल की गंगा से विवाह किया। धृतराष्ट्र ने गांधार (अब अफ़गानिस्तान) की एक कन्या से विवाह किया। अर्जुन ने एक राक्षसी से भी विवाह किया था। अपनी जाति से दूर विवाह करना कोइ नयी बात नहीं दिखाये देती।

आखिर ये विवाह संबंधी नियम आये कहाँ से?

इसका बेहतर उत्तर तो इतिहासकार ही दे पायेंगे। लेकिन कुछ कॉमन सेंस की बाते हैं। मनुष्य ने कबीले छोड़कर गाँवों में रहना शुरू किया तो एक ही गाँव की कन्याओं से दुराचार रोकने के लिये कहा गया कि एक ही गाँव की लड़्कियाँ बहने होती हैं। ये प्रथा आज भी भारत में मानी जाती है। लेकिन यदि संबंध फिर भी होते तो कितनी  दूर ? आखिर तब मनुष्य एक सीमा से ज़्यादा यात्रा भी तो नहीं कर सकता था। साथ ही कर्म आधारित जातियाँ होने के कारण एक ही जैसे पेशे के परिवार में संबंध करना स्वाभाविक भी था। आखिर उसी पेशे में पारंगत  कामगार लड़की आपके घर में जुड़ जाती।

शादियों में आन-बान-शान और दिखावेबाजी का आगमन

पुराने ज़माने में मनुष्यों के सामने संवर्धन (अपनी संख्या बढ़ाना) एक बड़ी चुनौती थी। जिस कबीले, गाँव, जाति या समूह की संख्या ज़्यादा होती वह युद्धों, जानवरों और कुदरती हमलों से खुद के रक्षा बेहतर ढंग से कर सकता था। संख्या बल के लिये स्त्रियाँ चाहिये। ऐसे में स्त्रियों को उपयोगी वस्तु के रूप में देखा जाने लगा और उनका हरण एक आम बात हो गयी। अन्य जाति, क्षेत्र या समूह के लोग जब हमला करते तो सामान और जानवरों के साथ स्त्रियों को भी लूट ले जाते थे। धीरे-धीरे दो बातों ने जन्म लिया, एक, अपने घर की स्त्री की रक्षा सम्मान का प्रतीक और सबसे महती ज़िम्मेदारी बना, और दो, किसी अन्य कुल की कन्या को अपने परिवार में लाना वीरता और मर्दानगी का प्रतीक हो गया। राजस्थान में शादी के वक्त तोरण मारने की एक प्रथा है जिसमें दूल्हा शादी के लिये जब कन्या के द्वार मे प्रवेश करता है तो वह अपनी तलवार से वह द्वार पर लगे तोरण (ध्वज) को काट देता है, जो एक प्रकार से उस घर को युद्ध में जीत लेने का प्रतीक है। हम हमेशा देखते हैं कि भारतीय विवाहों में परंपरावश लड़कीवालों को अपेक्षाकृत विनम्र व्य्वहार करना होता है जबकि लड़केवालों के सौ ख़ून भी माफ़ होते हैं। शादियों के वक्त निकाले जाने वाली भव्य बारात भी दरअसल किसी विजय यात्रा जैसी ही लगती है जिसमें लाव-लश्कर के साथ, हथियारों और गाजे-बाजे को शामिल किया जाता है।

ऐतिहासिक कारण चाहे जो रहे हों, आधुनिक समय में लड़कियों को कमतर कर आँकना अमानवीय है. इसलिये, विवाह से जुड़ा शान-शौकत का प्रश्न भी विद्रूप है।

पारिवारिक सहमति का प्रश्न

कुछ बातें ऐसी हैं जिनसे असहमत नहीं हुआ जा सकता:

1. माँ-बाप हमेशा संतान का भला चाहते हैं।

2. हर माता-पिता का अपनी संतान के विवाह को लेकर एक सपना होता है।

3. माता-पिता अपनी संतान के सुख के लिये अपना सर्वस्व त्याग देते हैं

4. विवाह दो व्यक्तियों में होता है किन्तु रिश्ते दो परिवारों में बनते हैं।

कुछ तर्क प्रेम -विवाह के पक्ष में हैं

1. यह कहना मुश्किल है कि जो आपका भला चाहते हैं, वो आपका भला समझते भी हैं।

2. यह सोचना गलत है कि जो अपनी मर्जी से विवाह करते हैं वो परिवात के प्रति अपने कर्तव्यों से विमुख हो जाते हैं।

3. समाज को चाहिये कि वह न केवल दो व्यक्तियों के आपसी सहमति से विवाह में दखलअंदाज़ी न करे बल्कि  उन्हें सहयोग भी करे।

4. अपनी इच्छा से विवाह करना मनुष्य का नैतिक, प्राकृतिक और वैधानिक अधिकार है।

5. एक भिन्न जाति के सद्स्य के आपके परिवार में शामिल होने से विविधताएँ बढ़ती हैं, समस्याएँ नहीं।

6. मनुष्य ने समाज का निर्माण अपनी सुरक्षा और सुविधा के लिये किया, समाज ने मनुष्य को नहीं  बनाया। लेकिन अस्तित्व के खत्म होने के डर से जाति आधारित समाज या कोइ भी समाज हर नयी व्यवस्था का विरोध करता है। समाज सबको अपने रंग में देखना चाहता है, ताकि उसे असुविधा न हो, भले ही समाज को बनाये रखने के लिये मनुष्य के प्राकृतिक और मौलिक अधिकारों का हनन होता हो।

7. ज़रा सोचिये यदि जाति आधारित विवाह न होते तो क्या छुआ-छूत की प्रथा होती? क्या जाति के आधार पर चुनाव में वोट डाले जाते? क्या जाति रहित भारतीय समाज अधिक परिपक्व और खुशहाल समाज न होता?

8. यदि विभिन्न भाषा-भाषियों, राज्यों और जातियों लोग आपस में विवाह कर पायें आने वाले पीढ़ी में भारतीयता की भावना अधिक मज़बूत न होगी?

शायद मैंने उन्हीं प्रश्नों को दोहराया है जो पहले भी इस तरह की चर्चाओं में होते हैं, लेकिन ये प्रश्न वाजिब हैं और हमें इन्हें तब तक उठाते रहना होगा जब तक हम सफ़ेद को सफ़ेद और काले को काला न कह लें। पुरानी गलतियों से सीख लेकर भारतियों ने अनेक वर्जनाओं को तोड़ा है, सती प्रथा, बाल-विवाह लगभग बंद हो चुके हैं। समुद्र न लांघने की कसमें खाने वाले हिन्दु अब समुद्र पार के देशों में अपनी प्रतिभा के बल पर समृद्धि और सम्मान पा रहे हैं। कम से कम शहरों में अब हमें छुआ-छूत दिखायी नहीं देती। हमें और आगे जाने की जरूरत है, हमें हर उस चीज़ को सुधारने की ज़रूरत है जिसे हम गलत समझते हैं।

उपन्यास पर वापस आते हैं। चेतन का यह चौथा उपन्यास है और निश्चय ही एक बॉलीवुड फिल्म इस पर बनाये जाने ली संभावना है। कहानी का अंत सुखद है या दुखद यह तो आपको पढ़ने के बाद ही पता चलेगा लेकिन यदि इस उबाऊ पोस्ट के विपरीत आप एक मनोरंजन से भरा उपन्यास पढ़ना चाहते हैं तो “2 States, the story of my marriage”  अवश्य पढ़ें।

Mr. K.P.S. Gill who could successfully  bring peace to the state of Punjab during his tenure as the  D.G.P. of Punjab Police, and who was appointed Chief Minister’s adviser on Naxal problem has expressed his displeasure on the whole idea of operation green hunt, an operation by the central government along with Naxal violence hit states aimed at wiping out the Naxal menace. In his interview, Mr. Gill has made some interesting remarks on the willingness and the ability of the leadership in Chhattisgarh to tackle the Naxal problem. Here are some excerpts:

Question: Instead, you have Operation Green Hunt. Can you elaborate why you think its ridiculous?

Gill: You see, there are different responses to Naxalism. One of them is the Andhra response. The Andhra response has been a mix of development and law and order. Although their development model is not what it should be, the law and order response has been very good and has continued for a number of years. They built up a force and did not have troops parachuted in. The Andhra DGP used to visit us in Punjab to understand what we were doing – our tactics and strategy. In contrast, Chhattisgarh has no response whatsoever. I was there for one year as an advisor and after three or four days, Chief Minister Raman Singh told me to relax and enjoy my stay…………

………….I wanted to strengthen the police station. The first responder is always the police station. Now, if the first respondent is weak and doesn’t have the manpower or the equipment, how is he going to respond? I remember calling for a meeting in Chhattisgarh — not in the HQ but in the interiors — and many officers came in civvies and in unmarked vehicles. They were trying to pass off as civilians. This is not a response that is going to raise the confidence of the people. Policemen can only die in such a situation…..

…… I have always maintained that corruption and operations against organisations of this nature cannot go together. An honest response is critical. I know what the police officer in charge of Bastar was doing. He was taking Rs 35,000 per man to transfer them out of Bastar. This was in the knowledge of everyone. And do you know who transfers constables? The state secretariat does. The chief minister would say he was taking the advice of the sub-inspectors on how to tackle the Naxalites. I am sorry, but the state and its leadership do not have the required mental calibre or an intellectual grasp of the ground situation. Everyone is telling lies from the ground level up. It is for the commander responsible to assess the situation on a daily basis.

Question: Why did Chief Minister Raman Singh ask you to relax after a few days, having invited you to be his advisor?
Gill: Violence doesn’t touch Raipur. It touches the tribals and the security forces. I think the state government lacked the political will.

What did Mr. Gill and the government of Chhattisgarh achieve during his one year period as adviser, is still a mystery to a common man in Chhattisgarh.
